One way would be to use World Construction Set, which comes with DEM data for the
whole world (low res) and vector outlines of states and countries. It also includes some
higher res data and loads standard DEM data available from the USGS or on the net.

You could also generate gray scale shaded bitmaps and use them in LW as bump
maps or displacement maps for the LW state objects (subdivide them first if you
do displacement).
